CUPE Local 5430 Survey results show struggles members are facing

Over 800 CUPE members from every region participated in our recent member survey.

COVID-19 has taken a toll on our members.  More than four in ten respondents said they are doing worse than two years ago. When it comes to work, close to half are struggling a little and finding it hard to cope some days, and almost one in three are having a great deal of difficulty.

CUPE Local 5430 has five (5) scholarships of $500.00 each that are awarded every year.
These scholarships are for CUPE members or a dependent (as determined by Revenue Canada) of a CUPE member.
The criteria for the scholarship are the applicant shall be enrolled in an accredited school. University of which tuition is charged, and the applicant is to submit a 500-word essay/brief to the Local on the topic of “Why is privatization bad for Saskatchewan and its peoples?”.

  1. This budget established a new and independent agency dedicated to recruiting and retaining health care workers. While we are glad the government recognizes the need to improve recruitment and retention, we question the need for a new agency. The SHA is the primary employer, and the collective agreements have provisions and processes for dealing with recruitment and retention – including market supplements. Another layer of government agency doesn’t seem necessary.

  2. The budget address talked a lot about doctors and nurses but failed to acknowledge the challenges facing health care providers. Recruitment and retention efforts must include all classifications.

  3. There are significant funds targeted to reduce waitlists for surgeries and medical imaging – two areas where the Sask. Party government has repeatedly contracted out to private, for-profit companies. CUPE firmly believes that public investment is the best option – both in terms of cost effectiveness and quality of care. We will be watching closely as this funding rolls out and will push for the government to use these dollars to improve and expand in the public system where improvements are needed and where it is more cost effective to provide services. 

  4. There is nothing to immediately alleviate the workload issues and short staffing to stem the burnout of health care workers while they work on their “health human resources initiative”. Our members are burning out now. Rural facilities are already facing shutdowns and service reductions. Hallway medicine in city hospitals has become the norm. We need relief now.

  5. Many of the announcements in the budget were recycled news. The 225 new CCA positions were an election promise from 2020 – and there are currently over 170 vacancies posted on Sask Health Careers. The government also announced several infrastructure investments including $5.0 million for continued progress on La Ronge and Grenfell long-term care facilities. In 2020 the government earmarked$73 million toward new long-term care facilities in each community, but no meaningful progress has been made to date.

Workload and short staffing - listening session

Chronic understaffing and increasing workload are two of the most pressing issues in health care. The COVID-19 pandemic has made the situation even worse for our members.

We want to make sure the politicians making decisions about health care funding and staffing levels know how these issues are impacting our members. This town hall meeting will feature an update from the workload committee and give you an opportunity to share your stories and hear from other members.

HEALTH CARE PROVIDER UNIONS DENOUNCE PREMIER SCOTT MOE’S MOVE TO EXTEND EMERGENCY ORDER

The Saskatchewan government’s extension of the provincial emergency order demonstrates how deeply out of touch they are with the reality facing health care workers, according to CUPE 5430, SEIU-West and SGEU who represent Saskatchewan health care providers around the province.

“It’s hypocritical for the government to extend an emergency order at the same time as it is lifting all other public safety measures related to the COVID-19 pandemic,” said Tanya Schmidt, Acting Chair, SGEU Health Providers Bargaining Committee. “It’s unbelievable that the premier continues to ignore the plight of health care workers by doing nothing to help protect them or those they care for in the health care system. This is especially concerning given recently released data that shows there have been 99 deaths in the first three weeks of February alone and hospitalizations due to COVID are at record levels – which clearly shows there is still a crisis in Saskatchewan.”

Premiums are a shared cost between you and the employer.

  • The benefit is taxable.
  • You have the option to continue your coverage for up to 18 months on an approved leave of absence. The employer will send you a letter to explain all your options while on your approved leave. If you choose to continue your coverage, you would be responsible to pay both employee and employer shares of premiums and provide choice of payment (post-dated cheques). You will need to provide this to the employer within 30 days of starting the leave of absence.
  • If you are receiving long-term disability benefits, coverage will end the DAY you turn 65.

This fund was established in accordance with Letter of Understanding #15 of the CUPE Local 5430 Provincial Collective Bargaining Agreement.

The fund will consider cost of up to $750.00 annually toward:

  • Tuition fees and book costs for approved training courses or programs;
  • Childcare costs during approved training courses or programs attendance;
  • Out of town transportation cost for approved rehabilitative treatments from a health care professional and/or training or program; and
  • Medical rehabilitative programs, such as extended physiotherapy or chiropractic treatments, not covered or exhausted under the extended health care plan.

As we start the new year, we want to thank you all for your support and your relentless sacrifice from your families to take care of people across this province.

We are also extremely grateful for all the work that our elected Officers and Committee members have done to get our union to where it is today.

Ratification Vote Result

Thank you to all those who voted in ratifying the one-year extension of our collective agreement. The election result is: 75.9% voted in favor.

For those who did not register to receive voting credentials, please do so at the CUPE5430 website Voter Information - CUPE Local 5430 Health Care Union Saskatchewan (cupe5430.ca) for future elections and ratification votes. It is a one-time registration.

The $200.00 lump sum payment (less deductions) will be deposited into your account on January 14, 2022. If you are on CUPE Disability Income Plan, you do not need to report the $200.00 payment.

Vaccine Policy

We have filed a policy grievance on the cost of the rapid test for those enrolled into the monitored testing program. Please contact your regional office if you are concerned and want more information.
